As part of our Open Parliament Engagement and Networking in West Africa (OPEN West Africa) Project, funded by the National Endowment for Democracy (NED), we are providing small grants to networks of parliamentary monitoring and engagement organisations (PEMO) in West Africa countries to engage in advocacy towards open parliament reforms in their national parliaments. This Call will lead to the selection of six country PEMO Networks who will implement activities that seek to address some of the parliamentary openness defects identified through the Africa Open Parliament Index (OPI), working closely with stakeholders of their national legislatures to co-create open parliament actions that will ensure that their country scores better when the next Africa OPI is announced.
Specific Objective:
To provide technical and financial support to national PEMO Networks in West Africa to co-create and implement Open Parliament reforms with their national parliaments, leveraging insights and recommendations from the Africa Open Parliament Index to enhance transparency, accountability, and citizen participation.
Eligibility and Application Requirements
Lead Organisations of Country PEMO Networks (including parliamentary press associations) in West African countries that are included in the Africa OPI are eligible to apply on behalf of their Networks/Associations by completing and returning the Application Forms that collects information on the following:
• Background of the PEMO Network/Press Association and the Lead Organisation, including legal registration details (where applicable);
• Proposal Narrative, including proposed activities, objective(s), and evaluation plan;
• Project Budget, which must correspond with activities in the Proposal Narrative.
You are expected to take note of the following additional requirements:
1. Implementation of proposed activities and submission of final report must not go beyond 30th June 2025.
2. The budget for each application must not exceed US$10,000.
3. Administrative Cost of the Project should not exceed 20% of the overall budget.
4. Applicants intending to provide co-financing for the project must clearly spell out the co-financing component in the budget and the intended source.
5. PNAfrica will be available to provide technical and other capacity building support to successful applicant in addition to the provision of the small grant. Applicants intending to leverage PNAfrica’s additional capacity building and technical support should clearly indicate the areas of expected support as part of their proposal.
6. PROPOSAL SUBMISSION DEADLINE: The application period is open from now until end of December 2024, but applications will be processed and awarded as and when received. Early submissions are therefore encouraged to secure funding, as decisions will be communicated upon receipt of each proposal.
