During the enactment of the 1992 Constitution of Ghana, it was explicitly stipulated under chapter 20, article 252 clause 2, among others that a minimum of 5% of the total revenue of Ghana be annually allocated to the District Assemblies for development through the District Assemblies Common Fund (DACF) concept. However, the Public Accounts Committee of Parliament on several occasions have made adverse findings bothering on misappropriation of the fund.
This project therefore seeks to track all activities within the implementation process of the fund at the district level, identify challenges encountered during implementation, and offer best practices from other districts.
It also seeks to get Members of Parliament take active interest in what is happening at their various districts assemblies.
The outcomes will be publish in the Parliamentary Newspaper.
